The records of Polk county from organization to 1863 were lost or stolen. C. H. Staples who was county clerk in 1863 made the following affidavit to the board of supervisors:

“C. H. Staples, clerk of the board of supervisors of Polk county, being duly sworn, deposes and says that between the 19th and 24th of April, 1863, the building occupied by the county officers was entered by some person or persons and there was taken from them the records of the county, containing all the proceedings of the board of supervisors, since the organization of the county, also a copy of the tax sales of said county, and said book has not to this day been returned. Sworn and subscribed to before me this 18th day of May, 1863. W. M. Blanding, county judge.”

The above explains why there are some omissions and discrepancies in this directory of officers up to 1863.
 

COUNTY BOARD CHAIRMEN

When Polk county was organized in 1853, it appears that the county govern-ment was vested in three supervisors and this system prevailed up to November, 1871, when the local town chairmen constituted the county board. There were nine towns organized in 1870 so there were nine members on the county board at the November session. Up to that time the town chairmen were only town officers. The three county supervisors were elected at the November elections and elections were held every November.
About the 20th of April, 1863, all county public records were stolen from the building occupied by the county offices in Osceola. This left the county without any official records from the time the county was organized in 1853 to 1863.
A copy of' the first issue of the St. Croixian started in St. Croix Falls and dated December 9,1860,listed five members on the county board. They were Wm. J. Vincent, chairman; Daniel Mears, R. C. Moore, J. D. Craigan, and Humphrey Sawyer.
Other officers were Isaac Hale, county judge; A. Gaylord, treasurer; Wm. A. Falboys, register of deeds; H. H. Gerrick, sheriff; J. D. Williams, clerk of court; M. A. Dowling, district attorney; Chas. EI. Staples, county clerk; Wm. M. Blanding, county surveyor; Ira Scott, coroner..

However, at the November election in 1862, only three supervisors were elected: J. F. Nason, William Kent and Wm. Blanding and at the November elec-tion in 1863, the people again elected three: M. J. Godfrey for district No. 1; Robert Wilson for No 2; and Wm. J. Vincent for No. 3.

STATE SENATORS

When Wisconsin was organized as a state in 1848, Polk county was a part of Crawford county. The first state senator to represent what is now Polk county was Daniel S. Fenton of Prairie du Chien, Crawford county. James Fischer followed Fenton in 1849-50 and Hiram A. Wright served in 1851-52.

Benjamin Allen was senator in 1S53 when Polk county was organized, and again in 1854. Others who followed as state senators were William T. Gibson, William Wilson, Daniel Mears, Charles B. Cox, H. L. Humphrey, Austin H. Young, Marcus A. Fulton, Wm. J. Copp, Edward H. Ives, Joseph R. Irish, Henry D. Barron, Sam S. Fifield and James Hill.

Up to 1881 senators were elected for two-year terms and the legislature met every year. From then on senators have been electecl for four-year terms. Ashland county, Burnett, Douglas, Dallas (Barron), LaPointe, Polk, Pierce and St. Croix counties comprised our senatorial district for many years. About 1900, the district was reduced to Burnett, Douglas and Polk, and ten years later Barron, Dunn and Polk were organized as the 29th district and so it remains today..

Joel F. Nason, St. Croix Falls, followed Senator Hill in 1885-87; Chas. S. Tay-lor, 1889-91; W. H. Phipps, 1893; Thos. R. Mills, 1895-97; Edgar B. Mills, 1889-1901; George B. Hudnall, 1903-5-7-9; Victor Linley, 1911-15; Al  C. Anderson, 1917-19-21; C. B. Casperson, 1923-25-27-29; John Anderson, 1931-37; A. J. Connors, 1939-41; Chas. D. Madsen, 1943-45-47, resigned January 1949 to become county judge; John Olson, elected at April election, 1949, served 1949 session; Wm. D. Owen elected November 1950. For the most part, years indicate session served.

Because of changes made in district boundary lines, time of elections and length of terms, from time to time, the writer only assumes that the above names and dates are correct.

MEMBERS OF ASSEMBLY

When Wisconsin was organized as a state in 1848, the first assemblyman to represent what is now Polk county was Joseph Brown. At the third session of the legislature, 1850, John S. Watrous; then John O. Henning in 1851; Otis Hoyt in 1852; Orrin T. Maxson in 1853.

When Polk county was organized in 1853, the assembly district embraced what is now Polk, Burnett, Dallas (Barron), Douglas and what was then called LaPoint county.

Henry D. Barron was elected assemblyman in 1861-2-3; Amos L. Gray, Osceola, in 1864; Barron in 1865-6; W. J. Copp, 1867; Barron, 1868; Samuel B. Dresser, 1869; Vaughn Moore, 1870; Barron, 1871-72; Sam S. Fifield, 1873-4-5; Woodbury S. Groves, 1876; Canute Anderson, 1877; William J. Vincent, 1878; L. L. Gunderson, 1879; George D. McDill, 1880-2; Frank M. Nye, 1884; J. H. McCourt, 1886-8; Henry B. Dike, 1890-92; Henry P. Burdick, 1894; Lester B. Dresser, 1896-98; Ole Erickson, 1900; Simon Thorson, 1902; A. P. Jerdee, 1904; J. CIRCUIT COURT JUDGES

In judicial circles, Polk county gradually grew up until 1860 when it became a part of the Eighth Judicial Circuit. The Wisconsin 1909 Blue Book, page 998, lists S. S. N. Fuller as judge from 1855 to 1860 when he resigned and Henry D. Barron was appointed. Barron served a year or so and was elected to the state assembly. L. P. Weatherby followed Barron and served from 1860 to 1866 when he died.

Solon H. Clough, a law partner of Henry C. Baker, an uncle of Harry D. Baker, St. Croix Falls, moved from Hudson to Osceola ac that he could accept appointment to the vacancy. Judge Clough later moved to Superior. Irvine L. Lenroot, court reporter, later congressman and U. S. senator, married Clara Clough. Clough was judge ten years when Henry D. Barron was elected and he served until his death at St. Croix Falls, January 26, 1882. Clough was again appointed and he served until 1889 to be followed by P. D. Marshall. Marshall served six years and resigned, 1895, to become a member of the state supreme court.

A. J. Vinje was appointed August 10, 1895, and he resigned January 1, 1908, for a seat on the supreme court. He became Chief Justice and served until his death in March, 1929.

Frank A. Ross, followed Vinje in 1908. He died in 1917 and Wm. R. Foley became judge. Foley died January 18, 1940.
Chas. A. Taylor, Barron attorney, was appointed January 24. At a special election in April, 1941, Carl M. Daley, Superior, was  elected.

Polk county  became a part of the Eleventh district about 1880.

MUNICIPAL JUDGES

For many years counties like Polk had three courts, the circuit court, county court and justice courts. County courts did not have criminal jurisdiction. (Our Polk county court was given criminal jurisdiction in 1927). The need for a court with criminal jurisdiction between that of the circuit and justice courts was seen and special legislative acts were made setting up municipal courts. Such a court for Polk county was established in March, 1891, with jurisdiction in cases where the penalty did not exceed $500.00. Justice courts had jurisdiction up to $100.00.

A petition was circulated around Osceola and St. Croix Falls asking Mons P. Jerdee, a St. Croix Falls attorney, to be a candidate at the spring election, April, 1891, and he became Polk county’s first municipal judge.

Chas. H. Oakey, Osceola, was elected in April, 1893, and served until October 31, 1900. N. E. Johnson, a Balsam Lake attorney, was appointed in 1901 and served until 1907 when he resigned. Henry Vold and J. J. Tuttle, Balsam Lake justices, served as acting municipal judges until 1911 when C. S. Roberts was appointed and he served until his death in 1926 when James L. McGinnis took over as judge. Succeeding judges were E. Nelton, M. J. McDonald, Spencer Yates, 1939, when Chas. D. Madsen was elected and he served until he was elected district attorney in 1945 and Louis G. Nagler was elected.
 

COUNTY JUDGES OF POLK COUNTY

Under an act passed by the legislature in 1927, the county judge of Polk county was granted civil and criminal jurisdiction paramount to jurisdiction of circuit judges in cases with $25,000 statutory limitation.

REPRESENTATIVES IN CONGRESS SINCE 1848

After Wisconsin was organized as a territory in 1836, it had one delegate in Congress to represent the territory but he had no vote. When Wisconsin was organized in 1848, it was divided into two congressional districts. William Pitt Lynde was elected for the first district and Mason C. Darling for the second.

A. P. Nelson was elected at a special election October 22, 1918, to succeed Mr. Lenroot who was elected U. S. Senator to succeed Paul O. Husting who was accidentally  shot while duck hunting.

FROM ANNUAL TO BI-ANNUAL ELECTIONS

On March 10, 1883, a law went into effect which did away with annual, November, elections and provided that thereafter general elections should be held biannually. Up to November, 1882, state and county elections were held each year.
