 WAUPACA COUNTY ASYLUM FOR CHRONIC INSANE

To The Honorable Board of Trustees of Waupaca County Insane Asylum

GENTLEMAN: I herewith submit my eleventh annual report of the medical, surgical and sanitary condition of the asylum for the fiscal year, ending June 30th, 1913.

During the year I have made 107 visits, at which times it has been a part of my duties to inspect the Institution and call the attention of the superintendent, matron or trustees to any existing unsanitary condition. To counsel with them and advise as to best methods of maintaining good sanitation or to consider with them any other matter bearing upon the health and welfare of the patients.

I am pleased to say that all these matters are so well cared for by those in immediate charge, that my duties have been preformed many times in more or less of a seemingly, perfunctory manner.

Besides the foregoing duties I have had the actual treating of those suffering with physical or mental disease and in these duties I have been most ably assisted by the co-operation of those in immediate charge. Altogether, it has been a year characterized by a small amount of sickness. The surgery has been mostly minor surgery, one fracture of the hip joint and two Colles fracture which were all produced by falls and all made very satisfactory recoveries.

While the conduct of affairs have gone along mush as usual, there has been one sad event of much greater moment. I allude to the sickness and death of our beloved superintendent which fell like pall over the place. From the opening of the institution, he was the guiding spirit. It was his hand, directed by kindly heart and broad mind, assisted by an able helpmate, that brought the plant up to its present high state of efficiency. It was to him, as a father, that patients would look for comfort and solace when in trouble, imaginary or real. Through the long weeks of his last sickness, the concern for his welfare was often visibly shown on their countenances, and when, at last, the supreme moment came, all who were capable of comprehension were visibly affected. In his death, the patients lost a true friend, the public a valuable servant, and his family a kind and loving husband and father whose good deeds will live and bear fruit long after the clay has turned to dust.

I desire also to take this opportunity to congratulate your honorable board and the county through you, on your good fortune in retaining the very efficient services of the former matron, Mrs. C. M. Hayward and in securing Mr. D. C. Hayward, whose long and thorough training along similar lines of work most eminently fits him for the task, to succeed his father as superintendent.

In closing I wish to express my appreciation of the assistant and co-operation I have received at all times from those connected with the operation of the institution, in relieving the mental anguish and bodily suffering of those unfortunate people who are committed to our care.
