The highest aim of an institution of this kind should be to promote the general welfare and contentment of its helpless and dependent inmates.I believe this has been the aif of the management who I believe have been more thatn oridinarily successful in their efforts. It seems to me that the individual need has received proper attention and that each one has not only been properly clothed and fed but their work, rest and recreation have been carefully looked after as well. I believe that every endeavor has been made to see that each patient has been consideratey treated at all times and possible done to cheer them and dispel the monotony and gloom that characterize the inmates of asylums in general. The general sanitation has been maintained at a high standard of efficiency and hygienic conditions are very satisfactory.

I am pleased to state that I have no recommendations to make at this time on account of the present high efficiency of the institution. In closing I wish to thank your Honorable Board, the Superintendent and Matron for the courteous treatment and co-operation which I have always received in promoting the interests of my department.

Respectfully submitted'
E.H. JONES
